The Secretary of State in his dispatch of the 28th May 1886, No. 71, approved of this recommendation.
This Ordinance has accordingly been introduced and passed.
The various sections have been taken from 16 & 17 Vict. C. 99, Sections 9, 10, 11; 27 & 28 Vict. C. 47, Sections 4, 5, 6, 7, 9; 34 & 35 Vict. C. 112.
It was not considered advisable to introduce Section 8 of the last mentioned Act, which places persons convicted of crime under the supervision of the Police.

I have the honour to convey to you Her Majesty's gracious confirmation and allowance of the Ordinance of the Legislature of Hongkong entitled "An Ordinance for the Effectual Prevention of Crime", a transcript of which accompanied your Despatch No. 14 of the 19th of April.
Clause 2, however, suggests that this Ordinance should be amended by providing that tickets of leave should not be granted to prisoners under sentence of less than twelve months.
