I have the honour to convey to you Her Majesty's gracious confirmation and allowance of the Ordinance of the Legislature of Hongkong entitled "An Ordinance for the Effectual Prevention of Crime", a transcript of which accompanied your Despatch No. 14 of the 19th of April.

Clause 2, however, suggests that this Ordinance should be amended by providing that tickets of leave should not be granted to prisoners under sentence of less than twelve months.
